It is kind of maddening here in Vietnam because people have dogs, not nearly as many as Thailand but they do not get them sterilized. Just on my block there is this one female that is perpetually pregnant to the point where everyone just calls her "mama dog" and now we have 3 other semi-stray dogs in the hood as well, one of which is female and is likely to go the same route of having pups constantly. . They don't really cause any problems but dogs are scooped up off the streets here at night, unfortunately for the dog meat trade. This is the sad reality as to why there is no stray dog problem in Vietnam.

i seem to recall a piece of time before I moved here when Thailand had a dog meat trade as well. It is banned now but still takes place in the more remote places in the north east of the country.
I think that in Vietnam that strays cannot become a problem, sadly, specifically because of the dog meat trade. We don't want that to happen here, obviously. I wonder if you offered to pay for the sterilization, would the owners be open to that? I know that is a big ask but the answer to every question that isn't asked is "no."
I'm pretty sure it is a crime here as well outside of farms that are specifically for that purpose. It doesn't stop the people from stealing animals from the roads though. I don't know how they get away with it but I hope they are horrendously punished when caught.
