Living in areas close to the water side is something I would avoid as much as I can because when there's a flood they suffer the most.

Yes actually but the areas can't be empty still. It is still some people that would live there no matter how much we avoid the areas. I just feel like there should be measures in place to avoid the destructive flooding
If only our government were effective in their duties
