LEO must be staked when the snapshot occurs. WLEO must have been LPd at least 1 week prior to the snapshot
The 1 week condition of WLEO, does it also apply to LEO. That is if one stake more LEO now will it be captured?

No it doesnt apply, if you stake more from now till 8am tomorrow, you'll get the airdrop. The snapshot is 9am
