Sometimes we often make promises which we are uncertain of just for the purpose of impressing people. Sometimes making promises are not really necessary. A parent should understand that their children can be fragile and may find it difficult to handle disappointments or failed promises.
A parent may genuinely have the intention of achieving that which him or her may have promised the child, but an unforseen circumstance may arise along way that may hinder them from fulfilling their promise. It certainly is not their fault, but then this doesn't change the fact that a promise was made and went unfulfilled. This is why we shouldn't be too quick to make promises, especially to children.
Instead of making promises, it is much better to give a surprise. That way, whether things go as planned or not nobody was disappointment. Instead of having to raise someone's hope and expectation only to end up disappointed, it is better you plan a surprise. We are all humans. There will never a guarantee of not failing people, no matter how much you love and care for the person.
It's only the promises of God that we can hold unto to never disappoint us. But when it has to do with man, we should expect any possibilities of what may happen.
