Quick questions though, am I eligible if the 200 hive I hold is in powered up or must it be liquid?

Does your exchange allow for deposits and withdrawals from the East African region and Rwanda more specifically? Because in the 2 years I been into crypto I'm yet to find an exchange with such a feature.
