Magicdice is a part of STINC's (Ned Scott's (ned's)) STEEM that was withdrawn to bittrex' cold wallet months ago.
It may be controlled by themarkymark or inertia, or even by ned himself.
Its votes are almost obviously not random and only the top kakistocrats here enjoy it.
At least according to what I have seen.
I have already seen even worse shenanigans performed by Ned's appointees with STINC's own stake.
Namely a 100% upvote by steemcleaners and a 100% downvote by spaminator on a comment that its value was far from the worth of a 1% vote of spaminator.
Those were obviously manual votes by Ned's appointees.
Oh, and BTW, I almost forgot: ned is freedom.
Ned or STINC, whatever you want to call him, appoints his own witnesses.
If someone whom ned does not approve of gets in or too close to the top 20, that one loses freedom's vote (via pumpkin) and down he goes.
No witness promotion campaign will succeed without ned's approval.
He can also force his appointees to vote for each other and hence increases his own influence even more.
There is more than one thing that you can do about it.
I already do as much as I can.
You are not obliged to do as I do in order to help. you can also help in other ways.
Themarkymark claims he rarely flags and that means you did well judging by the flag you got from the non-flagging anonymous entity.

You may notice that a handful of anonymous entities, with high reps and fat wallets, have the exact same personality flaw. Their, I should say it's, responses are to react with emotion to logic, and with logic to emotion. There is little point in entering into a discussion with this/these entities; it won't go anywhere.
I'm withdrawing from Steemit because I don't mind working in a psych ward, I just don't want to reside in one. Right now the flaggard is the problem, but if I stay, I'm the problem. Before you spend much time trying to fix things here, consider this: I powered down half my steem, and that Steem is now worth twice as much in BTC and Euros as all my Steem was ever worth. I doubled my money in 2 months and hope to do the same with the remaining half. I agree that Steemit Inc does little to enforce TOS fairly across all users and as a paying customer I refuse to be treated this way.
