According to @pennsif's STEEM NEWS they have all been appointed due to lack of participation.
That is fucking hilarious. Epic failure.
It is what it is... reflective of our current prevalent social climate... apathy and self-interest. Thankfully, there are those that are stepping up and I, for one, applaud their volunteerism.
They are brave souls.
