I think because there are lots of great content producers who are still minnows, don't have a large following and don't aggressively promote each post they publish within (most importantly) the first hour and the first 24 hours to get attention.

While on the other hand, people putting out poor quality might be whales and be active promoters of their own content, running bots etc.
