In the past, the zodiac signs were divided up amongst the two luminaries (Sun and Moon - one sign each) and the classic planets (Mercury, Mars, Venus, Jupiter, and Saturn - who each ruled two signs). It wasn't until very recently that signs started to be associated with Pluto, Neptune, and Uranus because folks didn't know about them. So some zodiac signs like Pisces, Scorpio, and Aquarius are said to have two rulers, both the old one and the new one!
