This is indeed a very great idea! To think of our busy world today, some have no extra time to check the web especially people whose on-travel from place to place.
I think the best Option is the #2nd one: Billboard Located Just off the Interstate
Since the Billboard is to promote Steemit to everyone, making it available to wide range of people is always the best choice. Not only the residents in this place can see it but also those who's coming from other places.

Although I enjoy the cheekiness of option 1, it would not have as much as an impact unless it received media coverage. We have to think of the big picture (no pun intended) so let's go down the route with the highest results.
both of the options were good but I think Option 2 would be better
based on the location option 2 is more applicable to be seen because it is located in a crowded place and lots of people would've noticed it ...
This idea is one of the best ive heard on steemit...its time to decentralize the offline, awareness like this will really let some to know what they missing...option 2 is a go go...it wont only bring impressionon the people of the state but also to foreigners and passersby...the publication will be huge...I really wish my upvote could create an impact to this project. These 2 billboards just almost the same, only the location differs but i think option 2 is best!
