There is a far simpler explanation. Do you notice that the ones with knock-offs of everyone else's equipment are always Chinese? They're not mockingly referred to as the "People's Imitation Army" for nothing. Copying foreign weaponry and claiming to have created it is nothing new for China. They have been doing it since the Tang Dynasty.
But you can go with the shadowy NWO conspiracy theory if you like.
