a old post of mine, wars are about the distribution of the pool, problems with communication, asshollery, stuff like that, the rules are put in there to combat abuse mostly in the case of the flag it's supposed to be the way for one account to combat the splitting and abusive selfvotes of others. But it becomes politics since hte lines are blurry as with anything.
