This statement is consistent with my understanding that charge clusters were delivered or induced into the buildings, charge clusters are self-organising structures containing billions of electrons and ions and when they break down they produce a huge beta burst, that is fast moving free electrons. They can also ionise air at the surface, this would lead to the production of ozone which would result in the smell that Lionel witnessed. It is consistent with the other effects that can be caused by charge clusters that were observed weeks after the towers dustified, that is liquified or glowing / 'burning' metal.

Lionel is talking about sensory detection weeks after the event at ground zero, however, this witness is reporting the intense electrical burn out smell on the day, 20 blocks away.
