Question About XRP Ledger

I'm trying to understand the transaction capacity of the XRP ledger. According to ripples website, XRP consistently handles 1,500 transactions per second. That translates to almost 130 million per day.

However, in bitinfocharts.com, I found the above chart that shows the transactions per day with an absolute spike on November 29, 2019 with 4'524'200 transactions. That translates to 52 transactions per second. The regular line is more like 1.3M tx per day or 15 tx per second.

On https://livenet.xrpl.org, the explorer of the XRP ledger, I curently see 40-50 transactions per ledger update. which is more in line with bitinfocharts.com.

So my question is, why is Ripple publishing a consistent (not maximum) number of transactions, that's roughly 100x more than what's actually happening?

Also, I read the following from XRPL For each new ledger version, the server picks a soft limit on the number of transactions to be included in the open ledger, based on the number of transactions in the previous ledger. After that soft limit, the open ledger cost increases. Does this mean that there's no real limit to the number of transactions in the ledger?
