Telegram, often touted as a bastion of secure messaging, appears to be making radical changes to its data sharing policy. Recent reports indicate a dramatic surge in data disclosures, raising serious questions about the platform’s commitment to user privacy.
Following a September policy update, Telegram’s 2024 Transparency Report, along with 404 Media’s reporting, revealed that the app fulfilled 900 U.S. government requests, affecting 2,253 users, with most occurring in the final quarter of the year.
Telegram saw a spike in data requests during the fourth quarter of 2024, particularly in the United States and the United Kingdom. U.S. requests skyrocketed from a mere 14 in the first three quarters to 886 in Q4, an increase exceeding 6,000%. Similarly, the UK saw a rise from 3 to 139 requests, representing an increase of over 4,500%.
India, which enacted stricter data laws in 2022, saw the highest volume of requests, with a major spike in Q4, culminating in a total of 14,641 requests for the year, impacting 23,535 users.
Although the platform has long emphasized its encryption and commitment to user security, these figures suggest a significant shift in its operational practices.
Telegram’s data-sharing policy has undergone a notable shift, following the August arrest of CEO Pavel Durov in France for refusing to assist in a child abuse investigation. The platform now provides user phone numbers and IP addresses under valid legal orders, a change from its previous focus on terrorism-related cases.
This policy adjustment comes as Telegram faces scrutiny for its role in facilitating criminal activity, including the trading of stolen data, cryptocurrency laundering, and the sale of illegal goods, as well as the presence of unlicensed crypto exchanges advertising money laundering services.

While it is crucial to apprehend those who use Telegram for criminal purposes — from trading stolen data and laundering cryptocurrency to facilitating the distribution of illegal goods — the line between necessary surveillance and unwarranted intrusion is thin. The risk is that in the pursuit of criminals, the privacy of law-abiding users may be compromised.
The challenge lies in finding a balance that allows for effective law enforcement while safeguarding fundamental privacy rights. Transparency and accountability are paramount. Clear guidelines, strict oversight, and robust legal frameworks are needed to ensure that data requests are justified and proportionate. Without these safeguards, the fight against crime could inadvertently lead to a gradual erosion of privacy, affecting not only those suspected of wrongdoing but also the broader user base.
