I admire your entrepreneurship, but the idea of decentralized smart cities using blockchain and crypto is not new. It gets talked about at blockchain conferences since years. Many crypto enthusiasts have a similar dream of what the ideal blockchain smart city would be (green, sustainable, decentralized etc) and I'm definitely among them.
But turning a dream into reality is the difficult part, and If you can be the first to make it reality would be a remarkable achievement. It will require huge funds but I also believe it is possible.
On a smaller scale and on a smaller budget Xaurum Gamma created a crypto smart street in Croatia for tourism.
Soon Liberland will be launching an ICO with even bigger ambitions as they want to build an entire Nation on the blockchain.
So we live in exciting times where nothing is impossible and where these new technologies will inevitably impact our lives . Will be keeping an eye out for your ICO too. Best of success on your endeavours.

I do admire your dream and hope it can one day be a reality. The scale of the ambition is immense though. I'm afraid that in a blogging community like steemit, you will not find the resources and backers that the project needs.
It requires government and big business support.
Yes steemit and blockchain technology is the revolution that can liberate the people from the hold of those two entities mentioned, but it's not there yet.
In saying that, it is probably worth getting a team of serious thinkers and legal personnel together that can craft a serious white paper and road map for the project. It's got the credentials to be launched as an ICO.
You also certainly have the character to drive interest and inspire others to see your dream and get behind the cause. As an ICO it would generate the interest of the right individuals who share your passion for a liberated Nigeria. Individuals that would have the wealth required to put this project into motion.
Am happy for you. Hold on to that vision for it will surely come to pass. Know matter the challenges make sure you keep on moving and you will see things work for you. Thanks

You are welcome, to get investors, partners, create a master plan, connect with people and groups that have the capital to invest in your dream and be able to tell them how and when they will profit from your investment. Keep putting your D-City vision in the face of as many as possible, and put passion behind it, find new ways to represent what you are doing. These are just some of the key elements needed to create a masterful marketing plan. Something you should also consider that I am considering for the Empire I am creating is being apart of like-minded collabs. Find them, join them, or take a side step detour and create your own. This is so key because sometimes people need to be educated on why they need to invest in you and what's in it for them, which is always the bottom line.
I can imagine that such a development would actually take a major investment. The vision is there and I can imagine a city dedicated to technological advancements which most of our African governments tend to overlook. There is so much that we can achieve with this kind of innovations.
