There were zero terms given prior to this

Given this, a warning / terms of use and a grace period is fair.
Never should have been given without this in the first place, but that's before the committee was established so not your fault..

Despite my negative comment above I am glad to see progress and guidelines being established - my frustrations are with the situation not the comittee.
