People do not base their shopping on anyone's "duties". All they are doing while shopping, is looking for items that look good and are the cheapest. It is natural and I doubt that even the President expects that to change. What he is doing is trying to ensure all markets play fair with the American manufacturers.
I am not an American, but when I buy something that is supposed to last a bit longer (fridge, stove etc) I choose American, because the quality is much better, which makes it cheaper.
