Entering the 21st century the world of education in Indonesia became excited. The excitement is not caused by the greatness of the quality of national education but more due to the awareness of the dangers of underdevelopment of educators in Indonesia. The Feeling cause something basic.
One of them is entering the 21st century the wave of globslization is felt strong and open. The technological and technological changes that took place gave us a new awareness that Indonesia is no longer independent. Indonesia is in the midst of a new world, open world so that people are free to compare life with other countries.
What we feel now is that there is a backwardness in the quality of education. Both formal and informal education. And the results are obtained after we compare them with other countries. Education has indeed become a support in improving Indonesia's human resources for nation-building. By karana that, kiata should be able to improve human resources of Indonesia that is not less compete with human resources in other countries.
After we observe, it seems clear that the serious problem in improving the quality of education in Indonesia is the low quality of education in various levels of education, both formal and informal education. And that is what causes the low quality of education that hampers the provision of human resources who have the skills and skills to meet the nation's development in various fields.
There are many reasons why the quality of education in Indonesia, both formal and informal education, is considered low. The reason for the low quality of education that we will describe this time is the problem of effectiveness, efficiency and standardization of teaching.
EFFECTIVENESS OF EDUCATION IN INDONESIA
Effective education is an education that allows learners to learn easily, fun and can achieve goals as expected. Thus, educators (lecturers, teachers, instructors, and trainers) are required to improve the effectiveness of learning so that learning can be useful.
The effectiveness of education in Indonesia is very low. After the education practitioners conduct research and survey to the field, one of the causes is the absence of clear educational objectives before the learning activities are implemented. This causes learners and educators do not know what "goal" will be generated so as not to have a clear picture in the educational process. Obviously this is the most important issue if we want the effectiveness of teaching. How can goals be achieved if we do not know what our purpose is.
During this time, many opinions assume that formal education is considered only a formality to form the human resources of Indonesia. No matter how the formal learning outcomes, the most important thing is to have education at a high level and can be greatly acknowledged by the community. Such a presumption also causes the effectiveness of teaching in Indonesia is very low. Everyone has advantages in their respective fields and is expected to take the education according to his talents and interests not just to be considered great by others.
In education in a high school, for example, someone who has a social advantage and is forced to attend an IPA course will result in lower teaching effectiveness than a learner who follows a course in accordance with his or her talents and interests. Things like that are what happen in Indonesia. And unfortunately prestige issues are not less important in causing the low effectiveness of education in Indonesia.
TEACHING EFFICIENCY IN INDONESIA
Efficient is how to generate the effectiveness of a goal with a more 'cheap' process. In the process of education will be much better if we take into account to obtain good results without forgetting the good process as well. Those things are also less if we see education in Indonesia. We are less consideration of the process, just how to achieve the result stendar that has been agreed.
Some of the problems of teaching efficiency in Indonesia are the high cost of education, the time spent in the process of education, the quality of the students and many other things that lead to the inefficiency of the education process in Indonesia. It also has an effect on improving Indonesia's human resources better.
The problem of the high cost of education in Indonesia has become a common secret for us. Actually the price of education in Indonesia is relatively more randah if we compare with other countries that do not take free cost education system. But why do we consider education in Indonesia quite expensive? That's not what we say here if the income of the people of Indonesia is high enough and worth the cost of education.
If we talk about the cost of education, we not only talk quietly about the cost of the school, training, course or other formal or informal education institution chosen, but we also talk about property support such as books, and talk about transportation costs taken to get to the institution teaching that we choose. In public elementary schools, it is true that if it has been enforced the exemption of teaching fees, nemun learners not only that, other needs are textbooks of teaching, stationery, uniforms and others that when we survey, it is required by educators berssngkutan. Surprisingly again, there are educators who require tutoring to learners, which of course with a fee for educators.
Besides the problem of the high cost of education in Indonesia, another problem is the time of teaching. With the field survey, we can see that face-to-face education in Indonesia is relatively longer compared to other countries. In formal education in high school for example, there are schools whose teaching schedule per day starts at 07.00 and ends until 16.00 .. This is clearly inefficient, because when we observe again, learners who follow the formal education process that spends much of that time, many learners who follow other informal educational institutions such as academic lessons, language, and so on. It is also clear that the old educational process is ineffective as well, because learners end up attending informal education to supplement formal education that is judged to be lacking.
In addition, another efficient teaching problem that we will discuss is the quality of the teacher. Lack of teacher quality also causes less learners to achieve the expected results and ultimately take additional education that also requires more money.
What we see, the lack of quality of teaching is caused by teachers who teach not on their competence. For example, teacher A has a basic education in the field of language, but in teaching skills, which is not competence. It really happens if we see the condition of education in the field sebanarnya. Another thing is that educators can not communicate the teaching materials properly, so it is easy to understand and menbuat interested learners.
A good education system also plays an important role in improving the efficiency of education in Indonesia. It is unfortunate that our education system is changing so it confuses educators and learners.
In recent years, we use the 1994 curriculum education system, the 2004 curriculum, a competency-based curriculum that transforms the teaching process into an active educational process, to other new curricula. When changing the curriculum, we also change the way the teacher is educated, and teachers should be trained first which also adds to the cost of education. So very unfortunate if too often replace the curriculum that is considered effective quota and immediately replace it with a curriculum that is considered more effective.
