Agree with you. Giving out free votes is easily taken for granted. Say, a user can be in constant "power down", while receiving selfish support from whales for their "wonderful content". I don't see that very fair either.

Linear rewarding gives a illusion that all the payout is deserved, but ignoring the generosity of whales.
