HF day could just be the start of the 1 year Countdown.
Yes, this is one of the probable ways to mitigate any potential problem.
The first thing we'll do is run a simulation to see the impact of doing nothing in particular. Then if there looks to be an issue, we'll examine ways to smooth it out more.
I don't think this can be done all at once, which could be too risky for the stability of the blockchain. Rather, I think a better approach would be to delay the action until we have a large voting campaign, so that we will have a voting base with an expiry date already in place before the action takes place 😉
