FFVII ECHO-S is a fan-made Mod that adds Full Voice Acting to Final Fantasy VII. It's part of 7th Heaven's Mod Pack which completely ovehauls the Final Fantasy VII experience. After finishing the whole game with ECHO-S Mod, I decided to beat Emerald Weapon too.
Emerald Weapon: Attempt "Lucky 7s"
So, one of the strategies I found on how to beat Emerald Weapon is to only equip 2 Materia per character. HP Plus Materia must be included so the max HP per character should be 9999.
Then wait until the Emerald Weapn uses the "Air Tam Storm" attack that deals damage of 1111x times the number of the materia the character is equipped. This way, characters will get into the Lucky 7s state and deal massive damage.
This attempt was a valuable experiment. While I lost, I realized I could win if I only needed one HP Plus per character. I don't need to limit all my characters for 2 Materia either. This is getting good!
