I've played a similar one, where you create a large and successful city and then you have to choose the cataastrophe you want to destroy it with.
The one I like the most is the volcanic eruption and the alien invasion.

Like a true sandbox. I haven't played a game like that, but I think I've seen it from somewhere. The gameplay sounds really cool.
