did a simple one with the highest popularity and cheapest items with relatively good "income/(popularity/worker)" . seems this is a nano city which can mint the free citizen and a little bit SIM daily.(not yet consider other factors, eg. crime, tax...etc.) not sure whether my understanding is correct. appreciate much for any of the suggestions.
