do you know if during the general sale (vouchers for bonus packs only) whether or not we can ignore the bonus packs?

Certainly
During the General Sale the vouchers will only be used to get the bonus packs, so if you don't have them you can buy as many packs as you want.
Theoretically in the general sale the vouchers should be worth less than 4$ and it could be convenient to buy them ;)
