The initial freeze was a "negotiation tactic" to force airdropping the sct crowd some HIVE. This freeze was completed by copying and pasting code that was used to freeze the Steemit inc stake

That plan didn't work out, so they moved to giving themselves an airdrop. Any sane person would just issue some inflation on one block and dole it out.... but they don't have the code for that. Instead, they copy and pasted from the Hive hf23 the snippet that reallocates balances and used that in place on steem to move the funds.... but not to the dao.... they don't have code for airdropping from the dao

After moving the funds to a "community account", they were working on what kind of appearance to make it seem like they were considering giving it back before handing it out as the missing airdrop. They can do that because there are lots of distribution scripts around steem they can use to copy code
