You can come by boat from Bari :)
It's true that Montenegro is still learning about tourism and that it's still not that well known. But I love it because it is wild. Mass tourism is changing the coast, but the interior of the country hardly. Thank you @hotspotitaly :)

    I live more in northern Italy near Verona there are connections with the plane because I saw that in Montenegro there are also fjords
