I've heard a lot of people complaining about the groups who have taken it upon themselves to police the network targeting new users and scare them away. While many times the users are in the wrong and probably deserve it, people do tend to get caught in the crossfire. Additionally, who is to decide what is okay and what isn't just like you mentioned.
