For the Promote Fan Club missions you have certain milestones you need to reach 2, 5, 15, 30, 50, etc. (see achievements for those levels). When you hit those levels you get the respective card Fan Club card for free (well, you actually paid for it with STARPRO, by playing the mission). It is another way to increase your unique cards.
