Yea if you have zero coding experience it might be a little tough. If it was me and I could run everything, I would put the names in a file as input. Then have it output all the people with their number in terms of order. After that randomly pick a number to replace that original number while making sure there is no overlap. Then it can output the new list with the new random numbers.

Overall it shouldn't be that tough and you could just consider it a script if you put the names in the python file instead. However this is predicated on you knowing the basics of coding.

Yes he could. Its not that hard to code if its just normal python (fairly easy) but if you wanted an online tool, its better to ask him.
