Yes, it resets daily (around 8 am for me). You need to use it so you will start having Verified Mails which will make you earn CTP :)

hmmm, the arrows are not clickable, only the delete is clickable, do I need something staked to be able to vote?

You need to click the link in the Mail before the arrow turns into blue and then you can vote (You said you have 4 votes but once you use them all up, the arrows won't change colors even after you read and click the link on the Mail so what I usually do is leave 1 vote so it will be easy to see if I have read the mails or not hehe).
