I am also curious about the details of your delegation policy, since I do delegate HP to a few accounts, and have temporarily delegated starter HP boosts to newcomers from time to time.

Yes you are on my lists. The main 'EL' league doesn't look at delegations, it's just the other table that does and if they are recent they mess with the Curation Reward score.
