I think I generally only pay attention to the first one to three tags for relevance but maybe I should be trying to put down like 5 instead. I always forget that the order matters too.

I am not aware that the actual order matters other than to the one reading the tags. What matters is the distinction before or after the 5th tag. It's not wise to put tribe tags first and topical tags last, because then the topical tags have no effect other than on the person reading the post if anyone reads the tags.
You only need to add 4 topical tags max, because the first one is the community id by default, and a 5th one would not be indexed so it isn't searchable while reducing the number of tribe tags you are allowed to add.
