I remember during my NYSC, I worked with a well-connected man, and even though our company was a security company, he was getting contracts meant for medicine, infrastructure, and all that, at that time I didn't understand but I have realized that Nigeria works on a "what can you give me, if I give you this" and people who might actually be able to do better would never have a chance without a lot of fighting.

The same goes with goods and what is pushed on the citizens.
