"...I'd add a 25% downvote option on proposals..."

I was thinking this very thing (except not limited to a set percentage) over the last couple days. What strange coincidence! I was considering that DHF proposals are not like posts, that the ability to vote for the general approval level that must be attained doesn't address specific proposals and would better be accompanied by the ability DV them directly. I reckon this should be attempted in order to enable us to preclude DHF funds from being spent on rally racers instead of substantive matters that benefit Hive. It would be easy enough to reverse if something about it is found to be insufferable, and could well enable some proposals to suffer useful negotiations that would improve them immeasurably.
