For me, I don´t think you would want to go that far because nobody knows something like that will happen. The nanny might be busy with stuff and not really notice the boy was out at the pool. If death should say it is coming, everyone would be careful but none knew what was about to happen. So, even if you lock everyone in jail, the deed has been done already.
Though it´s really hurting to see such a little fine boy die just like that.
