In some cases they are simply thieves, plain and simple. I just learn of such a situation where someone I know was involved. They didn't steal from him directly, they stole from the Healthcare budget, abusing the system.

Yeah, a lot of them are thieves and that's probably the realest way to see it. Imagine abusing the budget of a sick person, I've known some healthcare system to be simply criminal but it's unbelievable how they try to siphon people
