I have read that the BIS is an allod, sovereign, subject to no laws it doesn't itself establish. I haven't read it's charter, so can't say for sure.

Well, the BIS is above the law. The law is several layers lower than it.
It would be like calling Microsloth security on Billy Gatez, but the "cops" work for some wholly owned subsidiary of Microsloth in some field office.
