This time around it wasn't incompetence it was deliberate. That's why Trump moved control of medical to the department of defense during a national emergency. That move, given the timing, was in preparation to take control of all emergency medicines and medical devices, which they did. A vendor can't order directly from a pharmaceutical company when it comes to the vaccines and other emergency authorized medicines, the have to place the order directly with the US government who than makes arrangements to send out the vaccines for the government.
They then put a provision in the Cares Act, which the Trump administration let stand, that unless hospitals/doctors/clinics, etc, didn't use emergency authorized medicines they would not get reimbursed by the government and gave insurers the same rights of refusal.
The process shows complete competency to frame the narrative of control to the government of all covid related expenditures and related profits therein.
