Is Coin Voting Bad Idea for Web 3?

Or is having a Premine in the voting system the main problem?

You can't have a good coin voting unless you have a good decentralized foundation without premine. Coin voting has to have a fair distribution, no ICO, no company.

Primine leads to multiple problems. Regulators will have an easy take on the network. Owners of the premine are stuck with a few bad options.

Not using the coin for voting.
Not selling it.
Selling and dumping it on the community.
Using it to vote and centralizing it.
