Scriptures: Matthew 28:19-20, 1 Timothy 6:3, Matthew 17:5, Acts 1:18, Acts 2:41, 1 Corinthians 14:37, Galatians 1:13, Acts 22:16, Galatians 22:23

Matthew 28:19 - Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
20 - Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen.

God left a commandment to His disciples to go into the world and teach the people His doctrines, after which they should baptism those who they presented His words to. There are a lot of people from different backgrounds and beliefs, that is why what they need initially is to the taught if the doctrines of Christ.

If after doing so they cooperate with you, you can then go ahead and baptize them. Baptism is very important. But the prerequisite for baptism is after you must have received the word. This was what the early Christians went through before they became members of the church. Paul also, an Apostle, was of a different belief.

Galatians 1:13 - For ye have heard of my conversation in time past in the Jews' religion, how that beyond measure I persecuted the church of God, and wasted it

The first action to take is to redirect the path of a person to that of Christ. After you must have done so and the person agrees to be a part of the body of Christ, then they can be baptized. One of the significance of being baptized is to be a part of the experience of Christ. And it is not possible if you not a part of the Church; which is the body of Christ.
