1 John 5:18 - We know that whosoever is born of God, sinneth it not. But he that is begotten of God, keep it himself, and that wicked one touched him not.
Satan and his cohorts cannot touch those that are born of God. The Bible is classifying that those that cannot be touched by the evil one or Satan are those begotten of God and keeps himself, meaning watching over himself. That is to say being mindful of his actions, his emotions, his character, his dealings with people, his belief, and the rest.
One that is careful about himself. Not being a reckless person, such a person begotten of God cannot be touched by evil spirits. This also means that people who are not like those begotten of God or the children of God can be touched by evil. We see this in movies where there are people being touched by evil spirits, sometimes even dwell in the person, it is very much possible.
It is biblical that children of God, those people who believe in God, who serve God in the rightful manner cannot be touched by evil or by evil spirits. But to the contrary, those who do not believe in God and who do not serve God can easily be influenced, touched, and the devil can even dwell in their person.

Evil spirit can touch people but not the children of God
When we are obedient to the word of God, we become untouchable to evil spirits.
