Aha! You have to own 10 BRO or more to be in with a chance for an upvote. Delegators aren't part of the pool. It works like this:
Delegate -> earn BRO
Hold BRO -> Upvotes
Also, it's not a given that you will always be considered. Since we aren't a tribe or anything, it's how we reward our community, and it's not set in stone :)
