I think something did go on but I don't know if it was a test run or anything like that. Given how they were talking about it, didn't they reverse the actions of anyone who placed those low limit buy orders?

Yup orders were reversed indeed. I believe we will see more of this as system comes down. Not as much with stocks but with options market and shorting.
