Current thresholds are:
Minnow 559.9041512738397
Dolphin 5599.041512738397
Orca 55990.415127383974
Whale 559904.1512738398
All based on VESTS, e.g. million for a minnow. Not sure about how much RCs you need, but you can check if you can claim an account.
Are your levels different from Hive Buzz?

which would put me just above dolphin... but Hive Buzz says i am half way to dolphin
... but i am probably reading everything wrong
(I tried a while ago and failed to create an account. I asked, and was told that the minimum needed was about twice what i had.... soooo working on that. And want to get some new people into HIVE)
You are 60% of the way to dolphin (at 10 million), so that lines up with 3315/5599. I use some code to calculate it at current conversion rates.
