Looks like workaround to the lack of "content discovery" tools on the chain.
Votes don't look too big, so I guess the only thing the community can do is to see if someone is abusing it with multiple accounts.

I dont see anywhere they asked for money for upvotes, I just tried it out to see if they upvote without delegating. I think a combo of little boosts like this could help motivate people starting out personally. do you think its abusive if theirs no money involved to buy the upvotes?
People might create multiple accounts to abuse their generosity, but that's none of my problem.
