Is George Soros and the left trying to bring back the mafia?

For A number of years George Soros has been funding the campaigns of left wing prosecutors, who effectively will not do their Job. Such as not prosecuting cases, letting criminals lose without a bond, or otherwise policies that discourage arrests entirely. Chicago even went so far as to release people wanted for second degree murder with no bond.

Recently Tucker Carlson, whom i can't stand his fake laughs,, talked about how these Soros Prosecutors and various consent agreements with the USDOJ and various cities kead to the collapse of civilization.

As Evidence, he uses an Armed Robbery caught on film, and the refusal of the police to confront the subjects-whom then went on to commit another 16 more armed robberies. Tucker of is a bit hyperbolic about the "the end of civilization" even despite it looking like a third world country, that criminal gangs are taking over, and Chicago only has a a 12% arrest rate. I think what can reasonably be agreed to is that Chicago and other cities are facing is chaos0and even he uses that term.

Tucker then goes on to say that the police are basically impotent, many cities defunded them, and many officers quit during the pandemic.

People tend to want to bring order to chaos. So what Tucker describes isn't a civilization ending event. Order will be restored, it will be a question of how. It could come through the form of free and fair elections (hahhaha). Or we could see a return of institutions that the police don't like; competition. Indeed, about 7 minutes in after repeating the line about the collapse of civilization, Tucker recognized people might have too buy their own guns, to establish their own order. If only it were that simple when you are dealing with criminal gangs. At about 13 minutes in, tucker describes how one man created his own private police force, or how the people in one community are paying 18k/month for private security. So contrary to Tucker's view, it isn't the collapse of civilization we are seeing, but a return to older more libertarian solutions. This is far from the collapse of civilization.

Order will be returned. The wealthy will buy private security, some might form the militia, the criminal gangs may sell assurances of protection and have territorial wars, or new gangs may form just to oppose the gangs.

I don't see evidence that there is some new formal force on its way. Some over the years have expressed fears that the local police will be replaced with a national police force, meanwhile in the major cities antifa is the closest thing to being a militant force.
I would be hard to believe that Soros and others pissed away millions of dollars and never had a proper exit plan. I don't see blue cities shifting right either; Whatever is to come, I don't think made a proper appearance yet. Perhaps they don't want to. If a mafia were to form, and they don't have basic police powers, and don't have the ability to prosecute, I can't see that the methods they would deploy would be peaceful. It would probably be far deadlier than the police, something BLM could not consent to, something that would destabilize their base.
While the recipe is present to bring back the mafia, there could be another possibility, That possibility would be through the use of computer hardware and peripherals, AI software, and laws that regulate commerce such as requiring business owners to install apps and laws against engaging in commerce with known fugitives. Essentially a system like that described in the bible,except in reverse. Baby steps to biblical prophesy? Still, I think there is a flaw in the system such as not accounting for online stores, delivery services, black market transactions, or the fugitive living and doing business outside of the system's parameters. Some might point out that a mask might work, but the Chinese are developing recognition software based upon a person's gait. Such a system might be painful, particularly if the app is available to anyone and warns that a fugitive is in the area, given the the affect of ostracism but i don't see it being very effective...but could still be developed and tested as a prototype. Will forcing people to admit their crimes and be sentenced accordingly replace much of the need for the police, prosecutors, and judge? People being punished in a coerced partnership between government and private businesses to deny suspects of their rights? The other problem is, a merger between governments and corporations through AI has been rejected by George Soros himself. https://www.project-syndicate.org/onpoint/the-ai-threat-to-open-societies-by-george-soros-2019-01 . So if an AI solution is made it will unlikely be through Soros's sphere of influence. Although it could still be that he wants to be a George Whitefield, and implement model that he would define as moral acceptable to him and his partners and for others to follow.
Still something corrective measure will eventually manifest. The correction can be accomplished at the polls where once a year the dead rise from the grave and vote democrat, it could be through vigilantism as suggested by Tucker, it could be in the form of private security also suggested by Tucker, it could come in the form through a renewed militia or protection racket, or we could see some Nightmarish Orwellian solutions being offered by Big Tech.
I think the prospects of the mafia returning to be among the highest possibilities. There are people presently willing to pay for protection, and people willing to fit that need. So far, communities have hired private cops in Chicago, and the competition hates this. If one of these private companies create a George Floyd situation, I doubt they are either manned or funded well enough to handle the fallout and would fail creating a vacuum that no, or few, private firm(s) wants to fill due to community volatility. Also not everyone can afford companies that train their own officers, nor off duty officers, so the next affordable rung down would be organized crime-which might also fill in the gaps created by such a vacuum. This can happen faster than Kim Foxx will be replaced at the polls (2024, technically early 2025) https://ballotpedia.org/Kim_Foxx [although mayor Lightfoot is up for re-election in early 2023, however she won ~74% of the vote in 2019]. This can happen faster than installing cameras all over chicago, synching the cameras to the software, and developing dapps.

So no Tucker, what is happening in Chicago isn't the collapse of civilization, it is transitory. The ultimate question is what are they about to transition into, and Cui Bono? MS-13, or other Mexican gangs, whom Soros and the Biden administration are importing here? Dunno
