Without war and constant conflict between people, keeping them easily controlled would be much more difficult. Zbigniew Brzezinski in this video explained it well.

"...in early times, it was easier to control a million people, literally it was easier to control a million people than physically to kill a million people. Today, it is infinitely easier to kill a million people than to control a million people. It is easier to kill than to control...."

Keep that in mind for the present day though. They cannot control us, but they can still easily kill us. Too many people are awakening, and too many people are resisting state monopolies on force. Too many people are fed up over double standards and special protections as well.

I do not think the oligarchs are going to give up their power without a fight either. If we cannot be controlled, they will try to kill us. Global war is the logical conclusion therefore. Prepare for the worst while continuing to hope for the best.
