Sort:  
  1. Reposting a comment 4 times for visibility is spam. If you want visibility upvote the downvoted comment. Plus comments are visible on other front ends like busy.org for example. Also, people aren’t idiots, most of them check downvoted comments.
  2. I might not be an official cleaner, but I’ve been around this platform far longer than you and reported a lot of spammers and bugs (I’m assuming you are relatively new since you spam comments for visibility).
  3. Being rude to people because you don’t know that spamming is bad for the chain just makes you sound arrogant and discredits anything else that you have to say. The fact that you might not have to look me in the face, doesn’t mean being rude is ok.

Sending same comments over and over just because it was downvoted is spam.

"Visibility" is ridiculous line of defense.

Visibility is UI related. Spamming the blockchain by someone who pretends to be "cleaner" is really surprising.

Well I have to strongly disagree with you gtg, in the post in question the user was accusing jaguar.force of this and that, so first of all we have the right to reply and for that reply(ies) to be as visible as the accusation, second of all the comments started being flagged by the abuser exposed in our largest investigation to date (sardrt, check the post, its a masterpiece: https://steemit.com/utopian-io/@jaguar.force/introducing-cryptorecycling-a-covert-concealed-approach-to-reposting-adrianobalan-and-sardrt-1550610346155) so in view of that and that we couldnt counter the flags, it was decided that it was more than fair to just repost the same comment to circumvent the abusers' flags.
We dont usually do it unless it is of maximal importance for the comments to be seen, which was the case, as a result of our maneuvre and the comments ending up visible, several members of the italian community became aware of our post regarding sardrt and Co., one user of the italian community who saw it even went as far as to make this post (https://steemit.com/ita/@charlesx/fermento-per-steemit-con-la-rivelazione-di-abusi-di-certi-utenti-italiani-colti-con-le-mani-nel-barattolo-della-marmellata)

So, in other words, spam can be construed in many forms but in the context of the chain I think its fair to say that posting the same comment for example to bait votes, or posts for the same profit reason is spam, for example, "nice post!" comments and copypasted articles...

Now, if in the context of fighting abuse, which is what we do, we have to comment on accusations against us or on abusers, and these abusers flag our comments, only a perverse definition of spam would apply when all things are considered.
