How we solve that I'm unsure unless there was some type of weighted system maybe on whales where after 100k hive it starts to have a degraded vote of 90% of the power and continue to go down from there.

Limiting whale accounts like that will just cause whales to spread their stake over multiple accounts, completely defeating the limitation.
